The Citizen´s Portal

The Citizen´s Portal created by TESCO SW introduces a new communication channel between the municipality and a citizen for complex solving of the citizen´s life situations.

Solution benefits

The Citizen´s Portal allows the public to solve the selected life situations remotely via the Internet (sometimes even without a personal visit). This includes for example the following situations: issuing the international driving licence, organizing an event in a public area, registration/change of the fee for municipal waste, registration/change of the fee for keeping a dog, suggestion for cutting down trees growing outside the forest on the municipal land, reports of permanent residence, conclusion of marriage, request for the provision of housing refund, etc.

Modules / Solution areas

The static part

The static part contains a description of all life situations and requirements to deal with them, for citizens there is also the information associated with handling the situations and answers to frequently asked questions. Citizens can read it anonymously, it is open to the public. The static part is usually implemented by inserting texts on life situations into the current municipal web presentation or a separate portal created according to the graphic manual of the authority.

The private zone

The private zone is available for each citizen, whose identity has been verified. The zone provides access to individual services and allows the online solution of selected life situations, from creating the application using the electronic form, its sending, contingent communication with the authority, the payment and check of an administrative fee, to settling the situation and maintaining a history of these life situations.

The Civil Servant´s Portal

The Citizen´s Portal also includes the Civil Servant´s Portal. While the Citizen´s Portal serves as a frontend application, the Civil Servant´s Portal serves as its backend. In the Civil Servant´s Portal, the accredited staff of the authority further process the submitted requests related to life situations. This may involve close cooperation with other internal systems of the authority. Communication with these systems then takes place through the universal communication interface which is realized through the integration links. According to the nature of the integrated data, the integration technology is chosen. Form data are verified against the internal or external systems. The Citizen´s Portal, or its Civil Servant´s Portal part, comprises also of modules that provide the accredited staff of the authority with the agenda for which there is not an authority information system available and its registration is often dealt with in the form of a MS Excel spreadsheet application. These modules are configurable, including the possibility of output reports and exports. The modules are directly linked with the Citizen´s Portal, such as CheckniTo used for searching through the data of Basic registers. Some are linked indirectly, such as the Holiday register (and thus the unavailability of a selected clerk), Room booking (for meetings) and many other (e.g. Training, Loans, Car usage, Travel orders, Meal voucher booking).
